it could be affect ugh. lawmakers debate everything from guns to dogs coming up a bit later. programs to get children ahead start on -- a head start on education could be cut by the government if they can't work things out. we have reaction this morning. thank you for joining us on this thursday morning, i'm megan pringle. >> and i'm charlie crowson along with lynette charles and lauren cook. >> one person has been killed after a tractor-trailer and a pickup truck collided. the inner loop of the beltway is now shut down in parkville and i'm tracking the delays and more on them in just a few. wear wise this morning very cold temperatures just like yesterday. and we're going to be breezy. not as brie zeh or windy or gust ait has yesterday but the -- gusty as yesterday but the winds is out there. when the temperature is 19, 20 degrees you don't want the feel any type of winds. with you that's not going to be -- bunas in the going to be the -- but that's not going to be the case for today. more of the same as we go through time today. and especially right now in pasadena that temperature at 22- degrees the winds out of the west at about 5 miles an hour.

do bundle up because we do feel like we're either in the teens or single digits this morning. catonsville's temperature 21 with the winds out of the northwest at about 7 miles an hour. well, it is making it feel a lot colder out there. let's go ahead and switch over and what's going on on maryland's most powerful radar as of now. because we are dry. and we will stay dry as we go through the rest of today and then we'll have change in the forecast. we do have all the sweeps on and we are scanning the skies. but nothing to be found as of yet. now as we head through the rest of today things are going to be changing just a little bit. we'll get more sunshine in the forecast. but the breezes will stick arnold and as we head into 3:00, that high temperature coming in at 38 degrees. but with the breezy conditions, we will feel like we're more in the low 30s to upper 20s. let's get a check now of the abc2 timesaver traffic with lauren cook. good morning. good morning lynette. well, you will want to avoid 695. we are dealing with a deadly crash in parkville that's shut down the inner loop lanes between belair road and harford county. this involves a -- harford

road, this involves a traditional and a pickup truck. this will be closed. the inner loop will be shut down for quite some time. as maryland state police do investigate. and unfortunately we are dealing with another crash on the west side of the beltway. a live look at baltimore national pike. you'll notice traffic is moving along but we have a crash on the inner loop that has shut down the ramp to northbound route 295. and as we check in and take a look at the maps, the jfx will be nice and clear. no delays traveling from the beltway all the way downtown to east fayette street. and everything is up to speed through both the fort mchenry tunnel and the harbor tunnel. that's a look at your abc2 timesaver traffic. megan and charlie, over to you. just in case you're waking up with us we are following breaking news out of cecil county this morning. train cars derailed overnight and abc2 news linda so is live in elkton. what's the latest going on with this from overnight linda? >> reporter: well, the scene has been cleared and there is no hazmat situation going on

right now. when the call initially came in the engineer of the trains thought that sulfuric acid had leaked from two of the cars but that's not the case. firefighters with the singerly fire department were the first to respond to the derailment. it is about two miles away from where we are right now deep in the woods off singerly road in elkton. the call came in around midnight. we're told a train originating from albany, new york heading to north carolina derailed. ten cars came off the tracks. two of those cars were carrying sulfuric acid. the csx engineer initially thought the cars were leaking so a hazmat crew was called but when they got to the scene and inspected the damage, they found there was no leak. for several hours overnight, while they investigated route 213 which is singerly road was shut down in both directions. but the road is now reopened and firefighters have cleared the scene. as you can imagine, it could have been a lot worse had those cars carrying the acid leaked

but that is not the case. we do not know yet why this train -- this train derailed. and investigators will look into the cause and in the meantime, no homes or businesses were affected and the road has reopened. we're live in elkton, linda so, abc2 news. the latest now into the investigation into a former hopkins gynecologist hundreds of women have called a hotline set up for his patient. we're talking about dr. nikita levy. he was found dead earlier this week in his home in towson. we have learned that police say that he died due to a plastic bag over his head and helium. in the meantime we want toilet you know that former patients are encourage today contact police. here's the number. it's (410)396-2269. an update now to the city police investigation where a trainee was shot in the head. at the former rosewood hospital. abc2 news investigators have learned the state department of health and mental hygiene didn't know the training was going on there last tuesday.

the trainee remains in serious condition this morning. baltimore city police are conducting their own investigation into what happened. four minutes after 6:00 right now. there's a lot going on today in annapolis. if you own a dog or a gun you will care about these issues because both are going right in front of lawmakers today. abc2 news' sherrie johnson is here to explain what's at stake. >> reporter: well, megan yes today is a big day in annapolis. some of the session's biggest issues will be up for votes. a senate panel is expected to vote on new gun legislation. we're talking about the sweeping gun control measures proposed by governor martin o'malley. this is the kickoff of what is likely to be an intense effort to change the bill. among other things, the bill would ban assault weapons. gun rights supporters will propose changes on anything from eliminating licensing provisions to changing the definition of an assault weapon. also today, the house will weigh in on the pit bull legislation brought to the floor on tuesday. and also animal advocates from across the state will also gather in annapolis for a humane lobby day. they plan to urge lawmakers to

protect dog owners and families from the court after appeals -- of appeals ruling on pit bulldogs. also watching a proposal to repeal the death penalty. lots going on in annapolis. sherrie johnson, abc2 news. well, parents listen to this. if congress can't work out a budget by march 1st, some head start programs may be cut. many of the children in the class are from now low income families and without head start, they wouldn't get a preschool education. now the possibility of automatic budget cuts jeopardizes their learning. >> my concerns for sequestration would be who to cut, when to cut, how to cut, it would be very difficult for us to determine who doesn't get the service and who does. >> now it's not just the children losing their school. the adults who teach them would be out of a job as well. happening today, a man who coached some of the country's top swimmers is expected to plead guilty to child sex abuse.

storms. but again, we still have winter left. and march is a wild card. so check out what's going on right now. this is the storm that we're talking about that we just showed you. and you can see it on the radar satellite composition as of o now dumping lots of snow. this is going to continue through the day. and you can see it around kansas all this will make its move to the north and east and you know that new england, this will be the third weekend in a row they're going to be dumped on once again. but for us, it's going to make its way and i'm going to show you that track in just a minute. but also with this storm, we're dealing with some severe weather. so from texas to the panhandle of florida, they'll be dealing with isolated tornadoes that's definitely a possibility for today. zooming in right now close to home, we're not really dealing with anything. we are going to be try and we will be indict -- dry and we will be quiet and get some sunshine in here as well. let's switch over to show you some temperatures because it's cold. this is going to be the big story today as well as the breezy conditions once again. so we will have a windchill. 21-degrees in reisterstown and seeing low 20s all across the

board from edgewood to stevensville and even goldsboro. and then we have wednesday gusts in the 20s for today as well and that will stick throughout the day and then we'll see thinks die down a bit into a tomorrow. but with the wind gusts feeling like the single digits in reisterstown. to the eastern shore we are feeling like the teens. so you really need to bundle up as you step out and about. let's switch back over and what's going on right now. this is the storm track that i wanted no show you. just show you the storm. this will slide to the east and it will be bringing us wintry weather. we're talking about sleet, some freezing rain. as we go through time but again it all depends on how strong and how much cold air wraps into this system as it makes its trick on. abc2's most accurate future trend looks like this. it goes into motion; and by tomorrow morning, we might be seeing just a little bit of sleet across the area. but the bulk of the -- wet weather and messy weather comes in here as we go into the evening and lingers into saturday. so we're talking about rain on

saturday during the day. for today that high temperature coming in at 38 degrees. but it will feel colder because of the winds. here's that seven day forecast for you. as we will salvage the second part of the weekend. it will be dry on sunday. let's get a check now of the abc2 timesaver traffic with lauren cook. good morning. good morning lynn. well, we are following a deadly crash on 95. it happened right around 5:30. and the inner loop lanes are still shut down between belair road and harford road. avoid the beltway at all costs. this crash involved a tractor- trailer and a pickup truck and one person has died. we will have the very latest as it does become available. i'm tracking the delays on well on facebook and twitter throughout the whole show. more problems on the northwest corner of the beltway here at old court road a car fire that's blocking two outer loop lanes. right now if you are traveling the outer loop, it's going to take you 12 minutes from 795 down to 95. and as we take a look at the other abc2 timesaver traffic drive times, the jfx will be free of delays just 11 minutes right now southbound from the beltway all the way downtown to
